PeerPong allows you to ask any question and uses Twitter to get the answers. To get started (which took me a minute to figure out) you just type a question in the box and click submit. Why it took me a moment was I did find a sign in link in the corner, but no way to sign up. That led to some confusion.
So I entered a question and was presented with a dialog box to enter my email address, a password and my location. The email address is where they send notices and how you get alerts to answers. The location, I presume, since there is no help area on the site, it to narrow where is sends requests for questions to get answers. You are then taken to Twitter oAuth for the final step to hook your account in and allow it to send tweets for you.
I will say they had a huge help and privacy document available.
